Book excerpt: The purpose of a reconnaissance study is to provide an overview of the water and related land resource problems and needs within a particular geographic area, to identify planning objectives, to assess potential solutions and problems, to determine priorities for immediate and longrange action, and to identify the capabilities of various governmental units for implementing the actions. The information developed in this report has been combined with information developed in the other subbasin reports to produce a main report covering the basin as a whole. The various flood control measures discussed in this and in other subbasin reports are combined in the main report to develop the outline of an integrated flood control plan for the basin within the context of a comprehensive plan. The Forest River Subbasin is located in the northern North Dakota portion of the Red River Basin and includes portions of Walsh, Grand Forks, Nelson, and Ramsey counties. The major water features are the Forest River and its tributaries: the North Branch, Middle Branch, and South Branch.
