Book excerpt: Work assignments under this contract will include a Preliminary Assessment/Site Investigation at the former Gaithersburg NIKE Control and Launch Areas and a Remedial Investigation at the Fort Meade Landfill and other technical actions to establish the basis for development and evaluation of remedial alternatives. The program requires flexibility in organizing a team of technical personnel and technical resources to meet installation-specific needs, concurrent with employing preapproved field procedures, sampling techniques, and analytical methods to accomplish the assigned effort. At any given time during the period of performance, contamination assessments, sampling and analysis, geo- physical or aquifer testing, and preliminary risk assessments may be in various stages of progress. The effective program organization will accommodate these requirements for both flexibility and consistency while maintaining a manageable degree of control over all activities. Figure 1-1 illustrates the proposed organization for accomplishment of this effort. The core of the technical organization is the Project Manager and the assigned Project Team. Additional individuals can be made available if warranted. The Project Manager assigned to the project has current USATHAMA task management experience and will act as a direct line of technical communication to the COR with a secondary, backup line of communication through the Program Manager.
