Book excerpt: During 1986-87, the Arizona Board of Regents, in cooperation with the Arizona Legislature, conducted a study of the state-funded operating budgets of the three public universities for the three-year period, 1983-84 through 1985-86. The study examined the degree of congruence between the level of funding for each university and the size and academic mission of that university. A major goal of the study was to assure that students at all of Arizona's public universities have access to high-quality academic programs. Another goal of the study was to identify relative deficiencies in funding that may have arisen from inadequate funding for enrollment growth or from other state funding practices.
