Since the 1990s, China's regional power in the Asia Pacific Region (APR) has grown economically and militarily. The US will have to curtail this rising Chinese power with multiple strategies to compete with the Chinese regionally and globally. George Modelski's historical international relations model of "Long Cycles" can explain why China's rise could replace the US, not just as a regional leader but as the next global hegemon. China is executing a robust strategy to build a new world order within a multipolar world. In addition, Russia has developed a strategic partnership with China that will only grow stronger without US intervention. The US will need to develop a framework of multiple strategies to divide the Sino-Russian relationship to counterbalance a growing Chinese hegemony. These multiple strategies will require the US to develop opportunities to intervene with a "wedge strategy" that utilizes various interference techniques to build mistrust within the Sino-Russian relationship. After dividing the Sino-Russian relationship, the US will need to devise opportunities to cooperate with Russia to build a US-Russian strategic partnership. This partnership employs an "enterprise strategy" to develop a relationship over three milestones: transactional relationship, transitional partnership, and strategic partnership. Currently, a US and Russian partnership to counter Chinese influence is not considered a viable prospect, but developing multiple US strategies can possibly divide the Sino-Russian partnership while reducing Chinese regional and global expansion, thereby attracting the Russians to partner with the US."--Abstract.
