Book excerpt: Excerpt from A History of the People of the United States, From the Revolution to the Civil War, Vol. 8 of 8: 1850-1861 The failure of Congress, during the long session of 1848, to set up government in New Mexico and California was followed in the autumn by another outburst of feeling North and South. Citizens in mass meetings, Governors in their messages, legislatures in their resolutions approved or condemned the principle of the Wilmot proviso, and demanded that it should, or should not, be applied to New Mexico and Cali fornis. The new Governor of South Carolina, in his ln augural, hoped that God would avert the doom impending over the country, but, until He did, let it be known that South Carolina would never consent to meet her co-partners in Federal Council save as an equal and a sovereign; let it be known that she counted all danger as nothing in com parison with political degradation.
