Book excerpt: L If the population and the economy of the border region con- tinue to increase at the same rate, 2020 will see greater traffic congestion, poorer air quality, water shortages, increased water contamination (rivers and oceans), loss of habitat and species, hazardous and solid waste crises, and insufficient sewage infra- structure. [...] OBJECTIVES AND METHODOLOGY The objectives of this paper are to conduct a meta-analysis of past environmental infrastructure needs surveys and studies, validate those surveys with an updated questionnaire, and estimate the current and expected need in 2020. [...] The questionnaire was designed to determine the accuracy of past environmental infrastructure needs assessments, to gauge the trend in the difference in need and provision, to assess whether future costs are disproportionate to population growth, and to investigate resource management with market incentives. [...] FINDINGS In general, to present a coherent state of the border and indication of the quality of life of residents and jurisdictions, standardized border environmental infrastructure status and needs data must be collected and analyzed more systematically. [...] In the desert to the east of San Diego and Tijuana are the cities of Calexico, California, and Mexicali, Baja California.
