There are jurists supporting the idea of signing and ratifying it but there are also voices against it, stating that although as legal texts they are brilliantly structured, however they are difficult to be implemented. In Greece many things change and one of them is that many parts of the public sector are being privatized or, at least, using private financing. Nevertheless, the Public Service and the way the Cape Town Convention deals with it remain an important issue, considering that the three Protocols took non-identical approaches in relation to it.
