Book excerpt: The traditional theory of Public Service Motivation or PSM states that individuals that have certain qualities associated with PSM are more likely to self-select into the public sector and show higher job satisfaction. Public organizations have a need to understand what motivates Millennials as Millennials are replacing retiring Baby Boomers. If public organizations can determine how Millennial motivation compares to Baby Boomers, they may be able to hire and retain well-qualified applicants. This study proposes to use survey data from the Housing Authority of the City of Los Angeles to compare PSM values between Millennial and Baby Boomer employees. This study will provide valuable insight to organizations so that they can better motivate future staff to succeed as well as encourage younger employees to join the public sector.
