Book excerpt: This report documents research conducted by the U.S. Army Construction Engineering Research Laboratory to (1) assess the feasibility of using alternative construction technology and facility acquisition methods to reduce the costs of building new child development centers, (2) select the most appropriate of these technologies and methods for obtaining child development centers, (3) develop guidance that Army personnel can use to implement and execute selected construction strategies, and (4) compare the requirements, standards, construction and acquisition methods, and costs of private child care facilities with those of Army facilities. Construction and procurement costs can be reduced by using alternative construction methods. These techniques will produce a facility that is usable, functional, and that will often provide the Army with better value, since it allows the contractor to be more innovative in areas such as energy efficiency. Evaluation of various alternative construction technologies indicated that metal-frame modular construction, pre-engineered metal building systems and metal-frame components are most responsive to Army requirements for building child care centers. Guidance for implementing these strategies emphasizes adequate preparation and scheduling, communication with and participation by the facility user.
